Permits & approvals
A Spring mailing address usually sits in unincorporated Harris County, not inside a city. Harris County does not enforce a general countywide building code for routine single-family reroofing outside floodplain areas, so a straight shingle tear-off and replacement on an existing home generally does not require a county building permit.
If your property sits in a mapped Special Flood Hazard Area, a Floodplain Development Permit applies. Structural work — rafters, trusses, changing the roof line — is a different animal than a reroof, and so is anything that adds a structure. We tell you which bucket your job falls in before we start, not after.
No city permit does not mean no rules. Most Spring subdivisions have an HOA with recorded deed restrictions covering shingle color and material. Gleannloch Farms, Champion Forest and Memorial Northwest all review exterior changes. We'll pull your restrictions and match to an approved color before the order goes in.
Fence posts, downspout drains and gutter tie-ins all break ground. We call 811 and wait for the locate on every job that does.

On the roof
A lot of Spring went up between the late 1970s and the mid-2000s. Those roofs are on their second or third covering now, and three-tab shingles from that era are well past their service life even without a storm.
Spring sits in the spring hail corridor that runs across northwest Harris County. Bruising leaves soft dark impact marks in the mat, not holes. It reads as a fine roof from the ground and as a failed roof to an adjuster.
Ike, Harvey and Beryl all worked this area. Wind breaks the seal strip and lifts tabs without tearing them off — the shingle looks flat and is no longer holding down.
The most common leak we find is not the field of the roof at all. It's a cracked neoprene pipe boot or bent valley flashing that has been quietly running water into the decking for a season.
